Export Procedures which should be followed when exporting plant & plant products at the entry point of seaport.
Export Quarantine Procedures
1.1. At the Plant Quarantine Station of Sea Port Registration of plant and plant products consignment before lording, to giving permission for the shipment.
1.2. Testing for fulfilment of quarantine standards of the consignment that is according to the requested of exporters.
E.g. For coir required additional declaration.
1.2.1. According to the request of exporters Inspection of whole consignment before export. Eg: fresh vegetables, fruits and plants etc.

1.2.2. Testing of representative samples from export consignment by Plant Quarantine Officers in Sea port.
1.2.3. Sea port authorized officers refer the laboratory testing if needed
If it needs to include additional declarations to the PSC, it refer to following laboratories.
Laboratory of National Plant Quarantine Services.
Laboratory of Plant Quarantine Unit of Sea Port
1.3. If it needs to include treatment details to the PSC as an importing country requirement, that quarantine treatments should be done under the supervision of plant quarantine officer.
1.4. If all quarantine conditions are fulfilled according to the above recommendations prior approval is given for exportation.
1.5. If pest infestation is detected, that consignment is rejected for export or after recommended treatment retesting can be done, according to the condition of the infestation. Exporter can request from National Plant Quarantine Service for the treatment of the consignment.
1.6. PSC is issued for the plant and plant products consignments that are certified for free from pest by prior approval.

Main Duties According to the plant protection act No: 35 of 1999, Following activities are done for Export and Import as plant and plant products through sea freight.
Issuing of Pytosanitory certificate according to the ISPM 12 for the plant and plant products that Export through the Colombo sea port
Issuing of PSC for plant and plant products for re- exportation
Releasing of custom referred sea freight imported plant and plant products after testing for alien invasive pests
Inspect the facility for the export consignments
Inspect the facilities of stores, packing houses, production sits, for proper quarantine standers and if necessary advise them, to upgrade the standers of exports that export their consignment through the plant quarantine station of the Colombo sea port.
